It's in inch-pounds, and it's based on tightening (crushing) until it takes 10 inch-pounds (I think, or is it 15?) to turn the pinion. That's when the preload is set. My shop tech pals tell me it usually takes about 300-foot pounds to achieve that.

I've seen a lot of guys re-use both of those parts without any damage, but it isn't the "correct" way to do the procedure. You need a visual inspection. You need to get someone who does nothing but axles to do this.
