If we remove the "willing" we need to replace it with some other qualifiers. It must be a creature that makes sense as a mount. WebGiven that it specifies willing creatures, but not unwilling ones, I'd pick between two routes, but they'd very much be DM discretion and not RAW/RAI. The first route would be exactly what you suggested - a Charisma saving throw, using it against the spellcaster's saving DC.
